1997-98 FOI chair Stan Tiner, of the Mobile (Ala.) Register, was well received when he testified March 25 before the Senate Subcommittee on the Constitution.

Tiner spoke movingly of his memories of flags, including a vivid account of combat in Vietnam. "The Flag Desecration Act, which would restrict freedom and limit the measure of America’s unique promise, is nothing more than a means to limiting America’s hallmark — liberty for every person," he said.

ASNE has opposed the constitutional amendment each time it has been introduced in Congress, working toward its defeat in 1990 and 1995. Tiner’s remarks and other material on this issue may be found on ASNE’s Web site (http:// www.asne.org/ideas/ideas.htm).
