Sister Cities International’s Partnerships for Independent Newspapers program is funded by the U.S. Agency for International Development and administered by the Internews Network and the Russian-American Press and Information Center, seeks to provide Russian newspapers with U.S. media-management methods, computers and Internet access to assist Russia’s fledgling independent press.

Partnerships are established within the Sister Cities framework, and through the program, the newspapers in both countries exchange managers. The first phase calls for U.S. managers to visit Russian newspapers, later the Russian newspapers send managers to the U.S. papers to learn hands-on skills and plan future exchanges. Russians interning at U.S. newspapers are also a part of this phase. Finally, Sister Cities funds follow-up grants that the partner newspapers decide how to use.

By showing Russian newspaper employees how to survive in a free-market envrironment, the program hopes to strengthen the Russian press and ties with the West.
